A key governmental regulatory agency is seeking a knowledgeable and experienced Staff Attorney to join its Consumer Health Care Division. This role plays an essential part in providing comprehensive legal analysis, guidance, and support on a range of regulatory issues within the health, life, disability, and related insurance sectors.
This hybrid remote position offers a collaborative yet independent environment, where you’ll work closely with internal staff members across various functions and frequently interface with consumers, insurance industry professionals, and other stakeholders.

Key Responsibilities:
- Advisory Support: Provide technical assistance, analysis, and legal guidance to division staff, facilitating compliance across insurance sectors.
- Stakeholder Engagement: Respond to inquiries from insurance companies, agents, legislators, and the public, ensuring transparent and accurate communication.
- Compliance Assurance: Assist in consumer complaint investigations to ensure that statutes and regulatory guidelines are followed, supporting consumer protection efforts.
- Insurance Product Review: Collaborate with the forms review team to ensure that insurance products offered in Maine meet state compliance standards.
- Market Conduct Oversight: Work alongside market conduct examiners to ensure adherence to legal and regulatory standards.
- Legislative and Regulatory Analysis: Monitor relevant legislation, draft testimony, and write letters on behalf of the division, contributing to the legislative process.
- Regulatory Development: Take the lead on rulemaking procedures, drafting and implementing regulations.
- Research and Documentation: Conduct research and prepare comprehensive legal opinions, bulletins, and related memoranda to clarify regulatory and policy positions.
- Public Representation: Represent the division in public settings, including forums and stakeholder groups, communicating policies and providing insights on regulatory issues.
Key Qualifications:
- Educational Background: Juris Doctor (JD) from an accredited law school.
- Licensing Requirement: Active admission to the Maine Bar and registration with the Maine Board of Overseers of the Bar.
- Preferred Experience: Prior experience in regulatory compliance is highly valued. Familiarity with health and life insurance legal compliance is beneficial but not required.
Knowledge and Skills:
- Regulatory Expertise: Strong understanding of regulatory and compliance standards, particularly within the insurance industry.
- Legal Proficiency: Working knowledge of Maine law, the Maine legal system, and legislative processes.
- Effective Communication: Exceptional communication skills for engaging with internal staff, state officials, and the public.
